I've noticed that too. There used to be 16 bales to a ton. Now, unless you have the means of weighing a bale, I think a lot of the hay sellers are lying about how much their bales weigh. And yes, they can set the baler to different approximate weights! I was seeing 22 bales/ton grass hay being sold for $17/bale!!!!
