Jackson Mountains is experiencing a severe drought and the horses need to be brought out of there ASAP. This is a true "emergency" gather.
Until you can figure out how to stop wild herds from reproducing at 16 - 22% per year and can stop the Great Basin from rapidly becoming more arid, I don't see gathers going away - unless you'd prefer selling "horse tags" and having a hunting season like we do for elk and deer....
