When I say bare down, I am not talking about punishment. If I decide i am going to ride a horse through the trouble, I will not weaken until there is some change. It might even get ugly. This is not training as if starting from the beginning, when there is nothing to take away from the horse. But from the sounds of it he has learned what he does. Despite what some say, you cannot go back to the beginning. Too late for that. He is what he is now, he learned it under saddle, he is going to have to unlearn it under saddle, and find something else to do instead. The problem with just making something difficult, is that sometimes these horses that come across stubborn have learned to struggle through difficult, and still come out on top, maybe because there was nothing better coming their way anyway, or bad timing, whatever.. They learn they can handle difficult. So it has to more than just difficult sometimes, but dang near impossible.
