taking him in a small circle, still at the trot, when he tries that? Several of those might make him decide that the resulting action is too much work. Or at least what he is trying won't work anymore. Or not! Circle immediately (hard direct rein if needed, disengage hind end a bit) until you can feel him 'give', release him from the circle and straighten out immediately, then return to the rail, all at a trot. If he is good on the rail at a trot, drop him gently to a walk. Rinse and repeat.
