My full Arab isn't much of a tail-flagger, just when he's full of it. In the arena he'll trot around, munch weeds, but if you really ask him to move out up the tail comes.
I wouldn't worry unless it is unusual behavior. No back flinching is good, but there are other posture/skeletal issues that can't be noticed as easily. If you're watching her and still worried, a good cranial-sacral therapist or chiropractor might be able to help.
Good luck! You should post pictures of pretty Arabs, otherwise it's like teasing!
