When do you know if its the right time...

We have a 28 year old mare that I think is going to suffer a hard hard winter this year. She was a cutting horse in her younger days then a barrel horse. She has arthritis, teeth problems and is having a hard time keeping on weight what with no pasture this year. With fall and winter approaching I am trying to decide if putting her down would be the wise thing to do. Her muscle mass is going now besides the weight loss. It has become apparent that when young and in training she was raked a lot with spurs and the muscle scar tissue is starting to show where it never showed before. I'm just torn she has been a great horse and while not officially mine I did buy her for my daughter 21 years ago so we have had her a long time. She is 28 and gave us 3 very nice foals although we did not keep any of them. What to do what to do.
