Hard to say without seeing it. Sometimes you have to allow that for a while, but with an older horse, I'm not sure I'd allow it for too long without trying to get her to make a change in how she feels there. They're less mentally flexible when they've been that way a long time, so making lots of little changes along the way that cause her to have to change the way she feels inside to reach her goal would probably be my approach. I'd let her be successful at doing that once she knew she could, then I'd probably play with sticking a flag through the fence and letting her walk by that, and having to duck under it eventually, just working up from there. The younger one I might give just a little more search time, but I'd still be looking to push it enough to get her to find a better feeling to reach her goal.
