Bees are honey bees. Honey Bees are GOOD!
Please do not spray or kill them. They are only after a drink of water. Try giving them their own 'bucket' with a piece of wood floating in it so they can land and drink without drowning. Or leave a faucet to drip into a bucket or dog bowl of water with wood floating on top.
Yellow jackets...not good. If you can't find the nest, then set out traps for them, which are cheap and available at the hardware or feed store. I'm OK with spraying from afar as long as you know you're getting the nest, and nothing near it that can be harmed.
Depending on the county you're in, you can call the County Ag Extension and ask for a referral to a beekeeper. Most will come and get a swarm just to save the bees. You need to know where the bees are living though, or there's no point.
My dad was the guy the county would consult with bee questions in Santa Clara County.
Santa Clara and San Mateo Counties have Bee Guilds which you can contact to find more beekepers willing to come out.
If they are yellow jackets, you can call a pest guy.
