If the problem is stray bees from a neighbor's hive, they can be cited for any trouble they cause. Also, be aware that Africanized (killer) bees are infiltrating California more and more each year. A couple of dogs were recently stung to death up in the North Bay. Check to see if there are protections from your local city government to keep your stable safe from the bees if they are on a neighbor's property. If they are on the property owned by the stable owner, then it's a stable management issue and potential action should be outlined in your boarding agreement.
