I wouldn't say it's "normal" but it's common. I know several private barns that do that. It's CYA stable management, usually learned after a lawsuit has been filed. They don't charge vets because vets carry insurance up the wazoo on themselves. Some of them charge farriers, but most don't, however they will require the farriers to have insurance, which they should have anyway.
As for asking for a percentage of what you earn while working there, they have the right to do so as they are your workplace provider, sort of like hairdressers have to "rent" a station in a salon. Like Whizzysgirl said, you're considered an independent contractor.
