Gentle hills are the best thing for a horse with stifle issues. Straight lines, no circles. You can back him up hill with no rider starting with just a few steps and working up to more, keeping him straight. Also making sure diet is correct for proper muscle developement, low sugar high amino acids. Some times stifle issues are created by the way the horse is ridden, weak stifles is also very common in muscle issues like PSSM.
