Why are you tying him? When he's tied up, don't be anywhere he can grab you with his mouth. If you need to be that close to his head, put a hand on his halter so he can't grab you. Confinement is usually a huge reason horses get grabby and nippy. When you want to control his behavior, you must be able to move his feet, which you can't do well enough when he is tied up.
