My horse, at least, responds much better when given instructions as to what TO DO (walk, head up, back, move away, etc.) rather than what NOT to do (don't, no, stop it, dammit horse ...)
Also, if it means more work for the horse, they will figure out pretty quickly that it's not to their benefit to continue the behavior.
