that many are too small to be ridden by adults. So unless you have a tiny adult, or really good experienced kid rider around, it is hard to keep a pony in good training. Most kids don't know how to ride very well, and ponies are just as smart as many big horses and will "test" and see what they can get away with. And normally with kids they can get away with a lot. I am very lucky my sister is small (about 100 lbs) and she can help give tune-ups and do some of the riding training on the ponies since I am too large to ride them.
