If he has a "voracious" appetite like you said then he is not getting enough food. Don't up the hay but add more pelleted feed like a good quality senior feed. Also make sure that what you are feeding is not going to waste by getting cleaned up during stall cleaning or if fed outside being spilled all over the ground.
