I suspect it may not be possible even without the new "4 time slots" requirement. I wrote a program (pre "4 time slots" requirement) that finds tons of 13-player solutions, but it still hadn't found a 14-player solution after running all night. Unfortunately, I had to reboot my laptop before it finished; so I have to start over.

Also, I didn't see a response to MD's suggestion of a Swiss style tournament that might meet your needs.
