Also, other tournament formats here.
Given the anonymity of this site, there must always be a slight possibility that the poster knows the solution, and is playing a little practical joke. However - it's an interesting question, so if that was the case, we would certainly forgive - especially if the correct solution was then given! 
I have been thinking about how to create a linear programming model for the problem - that would solve it definitively - but it's a little tricky to keep all aspects of this problem linear.
