Really interesting question.
Like everyone else I can find solutions for 13 teams but not 14.
However, even if a solution exists, it doesn't seem like the fairest way to decide a tie-break.
If you can not use a Swiss system (the best way), per MB, for scheduling reasons then I think the fairest tie-breaker is to use "sum of opponents' scores"
