Myanmar...delay of humanitarian aid question

Myanmar formally known as Burma is/was a part of what used to be known as the 'Golden Triangle' I think. So do you think that the Myanmar government has kept out international aid because they want to keep intelligence from being collected about their country? More than they want international aid to help the thousands of their citizens? The news said Myanmar was rich in oil and other resources. So I may be way off in my thinking about their heroine trade. Just curious as to what you all think about this situation.
