Stupid question

For the sake of noise, I'm gonna ask another stupid question...this time about socks. (Yep, am pretty ignorant about dress conventions. XP)
Are socks supposed to match with your shoes or your pants/skirt/whatever bottom you prefer? I know that if you wear dark pants and dark shoes, then you're supposed to wear dark socks, but some cases aren't as obvious. And stockings are a whole new can of worms... ;P
