Hello... (have you see Haibane Renmei?)

Hi everyone, it's been awhile since I've written here.. but I did see my last posting.. therefore it could not have been that long ago.. but I do see that this place is really quiet.. so I'll get to the point.. Anyway, just wanted to ask has anyone see "haibane renmei" if so, did anyone understand what was outside the town wall? I was a bit confused on why no one could go outside.. if you know the reason or a good interpretation on what was going on then I'd appreciate it.. thanks.. of course there is no urgency to this question.. I was just curious and since this place has a wide range of knowledge in anime/manga... thanks in advance. C-ya around.. ^_^
