I think he is speaking specifically to those who have earned the position of speaking publicly to the people. Even though they could all prophesy to a degree, it seems there were those with a privilege (as it should be in all churches, those who speak publicly need to be in submission and earn the privilege) So when he says let the others judge, I think he is speaking to those with the ability (or authority) to judge. It doesn't necessarily have to be prophets - but it would make sense. You may "all" I think refers to the group he is speaking to: The prophetic people that have been given the authority or privilege of speaking publicly. It seems that they might have had the same problem with the operation of the gift of prophesy that they did with T&I: taking turns and prefering one another. That is why he would say, "the spirits of the prophets are subject to the prophets." They were probably saying the same thing that many say today, "how could I not speak???? God gave it to me!" And Paul is saying, "Your spirit is subject to you, have self control! You don't have to speak if it is out of order, even if you do have a revelation from God." "That all may learn and be comforted. . ." So when a woman prophesies, does she sometimes teach?? But if she has a sign of authority over her, then is it OK?? Traci

Sounds like someone might be teaching . . .
We know that women can prophesy . . .
And Paul even told them how to do it (1 Cor 11) . .
