I think the name killed it. When it had the name Champions, I really envisioned it sticking to the hero mythology. When it became the Order, it lost it's mythology and became a government conspiracy rip. The perspective went from optimism to cynicism. I enjoyed the first couple of issues, then it went downhill for me.
