Don't worry about it, Both my corns always feel quite cool and they're very healthy,they are cold blooded animals anyway. I rarely see mine in the hotspot either but they choose not to go in it, they thermoregulate, meaning they will choose their correct body temperature. Your cornsnake will be fine.
