I could help but think that Kiel was mostly just reprising his role in TZ's "To Serve Man". See,

As I recall, he didn't get to say much in this movie, either. But then in the J.Bond movies he had zero dialog. I think he did get some in the "Wild, Wild, West" Tv series. Good thing they didn't give him too much to say, or he'd have been the governor of California, by now. Hmmm. Would that be a good thing, or a bad thing?
