Well, at least Kiel's voice wasn't replaced by another actor's, like in the TZ ep. And, he did get to do some actual acting; in "To Serve Man" he just sort of stands around.
And, yes, he did get a couple of lines in one Loveless episode of "WWW", and only one line in the Bond movies (in the MST-worthy "Moonraker"). If you want to see him in a pretty funny role, search for the lesser-known comedy "So Fine", with Ryan O'Neal and Jack Warden.
As for the governorship of CA, I have enough troubles with NJ's state officials. I'm not going to speculate.
