According to the show, Time Lords have 12 regenerations, resulting in 13 lives. But there have been ways around that, like the Master placing his soul/conciousness in other (unwilling) bodies. There was also a "deus ex TARDIS" used in the last season finale that could be a way around the idea. I haven't seen that ep, but what I've heard sounded like pretty much a cheat, though.
As for Eccleston, I've heard some reports that he wanted to concentrate on other roles. I can respect that, though it was disappointing; he was really good in the role. I did, though, once read that he was interested in returning to the part in one of the audio-only stories, like previous Doctors Davison, Colin Baker, McCoy and McGann have. Oh, and the Long Island PBS station has only aired Eccleston shows, thus far.
I saw "The Sarah Jane Adventures" on TSNWSRN and I liked it a lot. It's geared more towards a slightly younger audience (say, early teens) than the increasingly more adult "Doctor Who", but it's still good. No sign of "Torchwood" on TSNWSRN, though. Understandable, given it's more adult content. Both are available on U.S. DVD.
And I know pretty much nothing about Tennant's successor or how he'll play the role. But, as I've noted, as long as they give the "Lonely, lovelorn, angst-ridden Doctor" stuff a rest, I'll give it a chance. Oh, and they should give the Daleks a vacation, too.
