The history is really interesting. Long before tv came along movies were made at 16 frames per second. People complained for decades that it was too dark so in the 1940's the film industry decided to finally make the film more frequent to reduce the darkness so movies were made at 24 frames per second even until today. The overall goof was that they weren't paying attention to tv because in 1948 tv came out at 30 frames per second. So, in order to watch a movie on tv they have to add a frame every 6th frame and it's the 5th frame all over again. I know what you're thinking...why don't they just make movies at 30 frames per second? I don't have the answer.
