white hairs in the tail of a buckskin horse

I read something eons ago about the white hairs that may be on the outer edges of the tail of a buck skin horse. for the life of me i can not remember if it was normal, bad, okay or meant something. If anyone can help me out, sure would appreaciate it. thank you
