refinished crib

I restained a baby crib about two years ago
with a pecan stain. I Wiped the excess stain off.
I didn't finish with anything else.
Now the crib has a white film on it. It doesn't
come off with water.
Would you happen to know what it is and what I
can do to make it look nice ?
