The fast answer is yes.
The longer answer is going to be based on how much paint has been splattered.
Keep in mind that Wood Elixir is a restoration treatment formulated to remove surface contaminents while preserving and strenghthening the original finish. If sanding is an option then you must have a severe paint splatter problem that might be best resolved with sanding and refinishing. I'm sorry I don't have enough info to be more explisite.
