Technically yes it should be safe. Personally I try to avoid cosmetics with wheat in the list of ingredients but it's very commonly used (and sometimes hard to spot if it's the Latin name).
If you're a super-sensitive coeliac (and can't tolerate Codex, for instance) then maybe a bit careful as it will be very quickly absorbed into the blood stream from the perineum.
But if you're not, and use ordinary cosmetics with no problems, I'd imagine it will be fine.
Bottom line in the EU is that all cosmetics are considered GF, even if they have wheat on the ingred. list. The gluten is normally removed during processing.
