Steampunk is a subgenre of sci-fi and fantasy. It's usually set during the Industrial Revolution with steam powered technology but taken further from what was developed in history. The League of Extraordinary Gentlemen and Steamboy are fairly recent examples in the world of comics, film and anime of steampunk:
Sometimes it can be set in the wild west - think Wild Wild West and Trigun (well sort of) with it's sand steamers.
The genre takes it's influences from Jules Verne and H. G. Wells.
People are becoming more interested in this genre and are trying to make a subculture out of it through fashion (think Neo-Victorian) and music (like Abney Park).
Then there's clockpunk which is usually set in the Renaissance and based on clockwork technology. Like the clockwork robots that were in Doctor Who two years ago.
