If there is something staying out, that is definitely abnormal and should be seen by a vet right away. It could be a prolapse of an organ like a hemipene, or worse his colon. If it's something pink and fleshy, you need to keep it moist and get to a vet ASAP, this is an emergency. That tissue has to be replaced before it dries out or dies. Can you give us more information or post a picture? Where are you and maybe we can help you find a vet.
