Definitely keep trying. It takes a lot of perseverance and patience when taming an iguana but just as you said, you want him tame before he's too big. He is trying to whip you while in his tank because he doesn't want you to eat him! He doesn't know yet that you mean well and can be trusted, so that's what the taming is all about.
You can find a small room, iguana proof it- vacuum, plug up small holes, close the door- and just hang out with him in there. Give him some treats like fruit and let him explore and become comfortable with you.
Lowering his perch, if it's taller than you, will sometimes help with aggressive males showing that they are not exactly the dominant ones in the situation (even though they can still whip and bite, ouch!)
Just keep at it and don't give up :D
