Don't disturb it, and hand out lots of fliers in and around your neighborhood. If there is no water for him to find, put out some shallow pans of water for him, up against the palm's trunk. He might stay in the tree all day and come down at night.
He can't make your place his permanent home because the winter cold will kill him. His best chance at staying alive is if his owner would just claim him.
