Can't see the pic. But the fluorescent doesn't get hot, it only gets warm. So it's safe to hang it down inside the hab, cord and all, to get it close enough to your ig. Either that or put the UVB on the wire and raise the basking zone to within five inches of the tube. You have to decide where the basking zone will be. It's as long as his body and half as wide. It's a zone, with a rectangular shape. You do usually use point sources of heat, like CHE's and light bulbs, but their heat spreads out and heats the zone.
The heat sources are usually about 12 or more inches from the hot zone, unless you use a radiant heat panel, about which which I know nothing.
With that screen top, say goodby to all humidity above 20%-30%, and say high to an ig who dies early of kidney failure and dehydration. These are just not easy animals to care for. IMO you should have a Bearded Dragon who will surely overtly like you and also like the natural humidity levels of your house.
Put a solid lid on that hab, and mount the UVB and heaters inside the hab. Put two cool mist humidifiers on the floor of he hab.
