OK, this isn't actually a name in Wales, just the vocabulary word for "briars."
DRYSI, pronounced /DROO-see/
There are other Welsh words that have been regularly used for names in the past century (i.e., Briallen, "primrose"-- I love this one too and Ceirios, "cherries"). Briar is a name in English, so why not?
I love Drysi-- it sounds like Lucy. Do you think it would fly on a little girl in the USA?
