If Canadian or American and on an FMT you are not supposed to leave a car brought in with a temporary vehicle permit, the permit is only valid as long as your FMT is valid,here is the rule from the offical site below that states the procedure:
How long does the permit lasts?
- Foreigners: The duration of the permit will be the same as the tourist visa length
- Mexican residents abroad: In a period of one year (12 months) you are authorized to keep the car in Mexico for 180 days, with multiple entrances
When leaving Mexico, you must visit the CIITEV module at the north border in order to obtain your cancellation or to register your return to have a record of the days used. This will make your next visit easier. If your left a deposit don’t forget to ask for a refund with your original receipt.

But who knows what will be the penalty,could be $200 dollars might be nothing, but you will find out..good luck and please post what happened...
