I use Verizon - and called them before I left - and they set my phone up for Mexico before I left - BUT I was charged 99c per min for voice and 50c each foe text. Stop at the cell store next to the bank - they speak english and will set you up with a prepaid - or better yet buy a phone card at any store and use the phone boths.
