Civilian victims in Afghanistan - Compensation for them?

I heard the other day that the US-led coalition in Afghanistan, waging its "War on Terror" hasd now killed more civilians than the number who died in the September 11 attacks last year.
Recently compensation packages have been offered to the September 11 victims' families. Can you imagine the same courtesy being extended to the victims of the Coalition against Terror?
I can't!
