Free Dive Spear Fishing

I am coming to the area in mid February and was wondering if anyone knows about free-dive (no tanks - just snorkel equip) spearfishing in the area.

Can you do it? Are there licenses required? Shore accessible spots?

Do you need a wetsuit this time of year?
