I also have a lot of clay soil here and unless you want to dig it all up and replace it with good soil(which is the only way i have found to get flowers to flourish without a lot of hassle) i would also recommend doing the raised bed. The clay tends to choke the roots of most flowers so that they never reach their full potential.
