Mine do the same thing, and as I don't like to use pesticides, I just let them eat the leaves. There are worms, tiny mites and various other bugs that all eat the LEAVES but never the blooms; I just let them go, as it doesn't hurt the plant, or its ability to return or self-seed next year.
