Although I'm no expert on such matters, it seems to me that, considering the years of pilfering you have had from the deer, building a wire-mesh cage or a high fence around your garden area should take care of the problem. That the wire mesh should also be down into the ground for about 8" to help resist surface-burrowing animals. This is the only method I know of that will keep out all unwanted pests, including rabbits. The expense of the project may be well worth the overall effort.
