I am not sure about grants, but you could check with your county extension agent to find a Master Gardener's club in your area. They might volunteer their time to plan your landscaping and to do the planting work. They might also have shrubs and perennials to share from their own gardens.
If you live in a rural area you might contact the Rural Development people - they underwrite a lot of projects in our area, think they are part of the Dept of Agriculture.
