As long as the soil can be "worked" you can plant the bulbs outside. Tulips are spring bloomers, so they should be planted in the fall/early winter in order to flower in the spring. Not sure how much snow cover you have there, but in lower Michigan, the snow will be gone within the next few days as the temperature will be in the mid 30s. If you can still dig in the dirt, then you should plant your bulbs. Even if it means placing them all in one area instead of where you really wnat them. You can move / divide them next fall to their desired location. For now, though, just select a sunny location. You will be doing your bulbs a great favor planting them now as they more than likely won't last through the winter without being stored. Hope this helps.
