Much to consider here. On the bilge, if they are both drawing water from inside the boat and discharging out the elevated drain I would say so. As far as slow to drain I would remove the hoses and flush well with a hose pipe. Being how it has sit so long there is a good chance that critters have built some sort of a nest in them. Dirt dobler, etc. Try taking both ends loose and flushing both ways. If you get good water flow with the hose pipe without any restrictions then I would consider replacing pumps.
