It is a vexed question, with no easy answers. Restricting players who play well week in week out works well in theory, but you still have to allow a player who 'on his day' can do something special to have his day.
It is fact that a lot of the League Players couldn't hit a 50 in div 1, some aren't even good enough to play in div 1. But how would you do it? Average? a lot of players at the top of the averages had a lot of not outs: Runs scored? players who every week and score a few don't win matches, but can have a higher aggregate than an ex-league player who plays once a month: Standard? there are number of quality batsmen who look good & score a few runs & then there are the hitters who fail often, but can win games by themselves: Superstars? Some teams have a player who is head & shoulders better than his team mates & allows a group of less talented players to compete against the heavy weights.
The bowling is less of a problem as the difference between the 3 & 4 overs rarely is the difference between the teams.
If you can come up with a workable solution to the batting problem, please let me know.
