licensee age limit

I hope someone can help. My great grandfather was licensee of the Golden Lion in Biggleswade (Bedfordshire) from 1903-1922. What age would you have to be to hold a license in this period? I'm also trying to find out which brewery owned the pub. Any extra info. would be welcome. Many thanks Angela Cox
